Traffic Routing
ARES / RACES EOC to EOC TRAFFIC ROUTING PLAN April 6, 1995
All Emergency Operations Center to Emergency Operations Center (EOC to EOC) traffic should be written, received, transmitted and filed, using the WASHINGTON STATE GENERAL MESSAGE FORM. Please utilize the instructions found on the rear side of the form. Any traffic within a City or other unit may be handled in /on any form which satisfies the officials involved. No message should exceed the 50 word maximum allowed. Check the message for readability before accepting it from the author. Please fill in the box on the right bottom corner of the WASHINGTON STATE GENERAL MESSAGE FORM, so valuable information may be gathered to help improve what we do for the people of this County.
The traffic going from any City EOC, may go to another City EOC, the King County Office of Emergency Management (KC OEM), the South Puget Sound Regional Net Control Station (NCS) or directly to the Washington State Emergency Communications Center (ECC). The South Puget Sound Region consists of King, Pierce, Kitsap and Mason Counties. Hopefully, some problems can be solved within this region without going to the State.
There are three designated traffic priority levels: IMMEDIATE, PRIORITY, and ROUTINE. All IMMEDIATE traffic must authorized by the Emergency Manager.
Washington State law allows any City to bypass it's County and go straight to the State Emergency Communications Center. Therefore, IMMEDIATE traffic only, may be transmitted directly to the State ECC, or it may be transmitted to the King County OEM or it may be transmitted to the Regional NCS in Pierce County.
Traffic labeled PRIORITY or ROUTINE should go from the City of origin to another City, the KC OEM or to the Regional NCS, but not directly to the State ECC.
Any traffic originating from any non-City, governmental unit, in King County may not be transmitted to the Regional NCS or directly to the State ECC. It must be transmitted through the KC OEM or possibly to a City, a Fire Dispatch Center or a School Unit.
If the originating City feels that the KC OEM or another King County City, can supply the solution to their City's problem, they may route any or all IMMEDIATE, PRIORITY, and ROUTINE TRAFFIC through the KC OEM or to the other King County City.
Tactical Calls will be used at all times. Add your amateur call letters every 10 minutes and at the end of the conversation to comply with Part 97 of the Code of Federal Regulations. Typical example: Bellevue EOC, this is King County OEM, N7ABC. King County OEM, this is Bellevue EOC, K7DEF, Go Ahead Please.........
It is strongly suggested that all radio contacts be logged. This will establish a record of the nature, and timing of the problems handled and who was involved. A log will also show what radio system was used and who was operating the radio. Please make a copy, of all log and State message forms and send them to your EC.
